The Handover Act is a document that must be prepared and signed by the landlord and the tenant upon handover of the rental property. In this case, the handover documents the condition of the property at the time of moving out, contains up-to-date photos, and lists the items on the property and the latest utility readings. This creates a correct comparison of two acts: one from the beginning of the rental and the other from the end.
